A private pesticide applicator is defined as an individual who uses or supervises the use of restricted-use or state-limited-use pesticides or regulated herbicides to produce agricultural commodities on personally owned, rented, employer-owned, or controlled property, or on the property of another person without compensation, except for the trading of personal services between agricultural producers. An agricultural commodity includes plants or animals grown for sale, lease, barter, feed, or human consumption and animals raised for farm or ranch work.

The Texas Department of Agriculture (TDA) has updated its licensing and testing procedures for private pesticide applicators, aiming to streamline the process and improve accessibility. The TDA has contracted with PSI Services (PSI) to administer the agricultural pesticide applicator licensing exams. PSI, which has over 65 years of experience in providing credentialing and testing services to various agencies and organizations, will offer exams at 22 locations across Texas. This change is expected to provide more convenient and frequent testing opportunities, allowing the TDA to utilize its resources more efficiently.

Licensed private applicators must recertify every five years by obtaining 15 continuing education credits, including two in laws and regulations and two in integrated pest management (IPM). Applicators can also meet recertification requirements by passing an exam that covers the same topics as the continuing education courses. The recertification exam costs $64 per attempt.

The Texas Administrative Code requires all licensees to notify the TDA of any changes in their application information within 30 days. This notification must be made using a signed change of information form, which can be submitted via email, fax, or mail to the TDA’s Licensing Division.

After completing the training, applicants will schedule their exams with PSI at one of the designated locations. Details on the process, locations, costs, and other relevant information will be provided during the training. To pass the exam, a score of 70 or above is required. Successful candidates will then be eligible to apply for the Private Applicator License, enabling them to purchase and use state-limited-use and restricted-use pesticides for agricultural purposes.

For any additional information or questions regarding pesticide licensing or exam categories, you can visit the Texas Department of Agriculture’s website or contact the TDA at 800-835-5832 or 512-463-7622, or the Texas A&M AgriLife Extension Agent Stacie Villarreal at 979-865-2072.
