In 2013 state Rep. Carol Alvarado authored House Bill 2482, which the 83rd Texas Legislature passed. The measure directed the state to ask manufacturers who were formally offered incentives to locate in Texas yet decided not to move to Texas: Why not? Manufacturers’ biggest concern? Workforce availability and training programs — in other words, a lack of skilled local workers.
The state comptroller’s office released a report this month detailing the results of the survey. The report identified several of the major decision factors of why companies decided against Texas.
