Summary Under the general direction of the City Manager, oversees the operations of Finance, Human Resources, Economic Development departments, and the strategic budgeting functions within the City of Brenham. The Chief Financial Officer is responsible for maintaining and continuous improvement of internal accounting and administrative fiscal controls for safeguarding the City's assets. Work is performed in accordance with established municipal financial accounting principles, local ordinances, and Texas statutes governing the responsibility of local governmental accounting. The Chief Financial Officer will work closely with all departments and outside agencies, as well as provide a high level of financial transparency to the City Manager. Essential Duties and Responsibilities include the following. Other duties may be assigned. • Oversees Director of Finance, Director of Human Resources and Risk Management, Director of Economic Development, and the Budget and Utility Analyst positions; • Serves as Chief Financial Officer and principal financial advisor to the City Manager, including leadership, direction, and guidance in financial strategies and priorities, evaluating and analyzing financial data and developing solutions to ensure the City's financial health; • Works with the City Manager in the formulation of City financial policies; • Coordinates preparation of the general operating and capital improvements budgets along with necessary tax notices and calculation of the tax rate; • Responsible for preparation of 5-year CIP budgets; • Coordinates and develops quarterly and annual financial reports, including the City's Annual Comprehensive Financial Report and Single Audit if required, in compliance with the governmental accounting and auditing and financial reporting standards; • Invests and monitors the City's financial assets in accordance with the City's Investment Policy and State Law; • Performs fiscal analysis, trend analysis, revenue forecasting, debt service planning, capital budgeting and planning, financial reporting, and related financial management tasks; • Calculate and monitor monthly Power Cost Recovery Factor (PCRF) and Gas Cost Adjustment (GCA) pricing adjustments for electric and gas utilities to ensure proper pass-thru and recovery of supply costs; • Utilize 3rd party pricing models in the development of utility rate tariffs that will sustain projected utility operating and capital plans; • Supervises department personnel, including assigning and reviewing work, training, conducting performance reviews, and executing personnel actions such as hiring, promoting, disciplining, and/or dismissing employees; • Prepares annual city budget, including calculating revenue, purchase power, and expenditure projections, reviewing budget for accuracy and completeness, providing financial information to city departments, presenting budget at council meetings, monitoring monthly financial statements, and preparing budget amendments; • Monitors budget performance and evaluates fluctuations due to unexpected changes in economic conditions, policy and administrative adjustments or in patterns of consumer demand. Prepares quarterly management reports including analysis of variances between actual and budget; • Coordinates annual financial report and audit with the assistance of the Director of Finance, including preparing or directing staff in the preparation of end of year accruals and audit work papers, preparing schedules of federal financial assistance, drafting statistical schedules and required disclosures, and reviewing financial statements and general ledger entries; and • Administers city grants, including monitoring compliance with grant requirements, and prepares related financial reports.
