The City of Wallis is seeking proposals from qualified professionals to provide consultant and management services for grant writing. The City reserves the right to accept or reject any or all proposals if deemed in its best interest. Contracts awarded under this Request for Proposals (RFP) are expected to be funded by grants or loans from the Texas Water Development Board’s Drinking Water State Revolving Fund and Clean Water State Revolving Fund. Established under the Safe Drinking Water Act (SDWA), the DWSRF offers low-interest loans, refinancing options, and grants to public and private water systems. Its primary goal is to ensure the delivery of safe, reliable drinking water to communities by funding projects such as treatment facility upgrades, pipeline repairs, and the development of new water sources. The program also emphasizes projects that improve public health, address system compliance, and support disadvantaged communities.

 

 

The Clean Water State Revolving Fund (CWSRF) is a federal-state partnership program established under the Clean Water Act to provide affordable financing for water quality improvement projects. The CWSRF offers low-interest loans and grants to communities, utilities, and other eligible entities to fund initiatives such as wastewater treatment upgrades, stormwater management, nonpoint source pollution control, and watershed protection. By supporting projects that enhance water quality, protect public health, and preserve natural ecosystems, the CWSRF plays a crucial role in maintaining clean and sustainable water resources across the United States.
