The Sealy City Council held an emergency meeting Monday evening, June 22, 2026, to address a serious failure of the air conditioning system at the Police Department that caused extensive water damage throughout the facility.
The meeting was called under Texas Government Code Section 551.045, which permits governmental bodies to hold an emergency meeting with limited notice when there is an urgent public necessity. Officials stated the AC failure created an imminent threat to public health and safety, interrupting critical communications and essential public safety operations.
Widespread Water Intrusion and Safety Concerns
Public Works Director Patrick Parsons briefed the council on the situation. He reported that water had flooded the building last week, with more than three inches accumulating in the ductwork and one wall described as 99% saturated. A hygienist inspection determined the building was unsafe for occupancy due to mold risks and extreme heat (reaching 93 degrees inside).
Servpro was immediately brought in for emergency mitigation, including water removal, cutting out damaged walls, and removing affected ductwork. Sprinkler lines were temporarily shut off as a precaution.
โThe safety issue is we canโt have somebody in there right now,โ Parsons stated.
The Sealy Police Department has been temporarily relocated to the Planning Department building while remediation continues.
Response and Recovery Efforts
City staff, led by Public Works Director Patrick Parsons and Assistant Public Works Director Travis Cochran, are overseeing the project on a full-time basis. The council unanimously approved a motion granting the City Manager, Mayor, staff, and City Attorney authority to take all necessary actions, including contracts and expenditures for mitigation and remediation.
An experienced commercial HVAC provider is assessing the facilityโs 11 air conditioning units, with full replacement appearing likely. Officials noted that additional code compliance issues may arise because some older elements of the building were grandfathered under previous standards.
Texas Municipal League (TML) representatives are providing guidance and oversight, leveraging experience from a similar recent project in another community.
