The Blinn College Board of Trustees approved adjustments to the 2016-17 general fee and tuition rates that will generate approximately $715,000 in additional revenue during the upcoming fiscal year.

The board approved a $51 general fee, a $50 in-district tuition for students who officially reside within Blinn’s taxing district of Washington County, a $107 out-of-district tuition for Texas residents outside of Washington County, and a $260 tuition rate for students from outside the state.

The general fee represents a $5 increase over the previous fiscal year. The new in-district tuition rate is a $2 increase, while the out-of-district tuition decreased $10 and the out-of-state rate increased $60 compared to last year.

Blinn eliminated the $102 in-service area tuition rate it piloted last year for students residing inside the service area but outside the taxing district.

In Fall 2015, Blinn enrolled 18,082 out-of-district students, 623 in-district students and 665 out-of-state students. Status as in-district, out-of-district or out-of-state is determined by the students’ full-time residency and not the campus they attend.

The tuition and general fee adjustments are expected to generate an additional $714,671, representing approximately 0.67 percent of Blinn’s projected 2016-17 budget. The additional funds would help pay for a proposed cost-of-living pay increase for Blinn employees.

Due to its relatively small tax base, Blinn relies upon tuition and fees for operating revenue. Of the state’s 50 community college districts, Blinn is the only district in the state that relies upon tuition and fees for more than 55 percent of its annual operating budget.

Blinn’s tax rate, paid only by Washington County citizens, is expected to yield approximately $1.64 million. By law, Blinn tax revenue must be utilized for facilities and maintenance in Washington County.
