What Did Taxpayers Get From the 88th Legislature on Transportation? Little To Celebrate.

The 88th regular session of the Texas Legislature saw very limited progress in transportation and toll reforms, leaving taxpayers with little to celebrate. Bills that aimed to address issues such as remote kill switches in cars, road diets, drivers’ right to repair, toll reductions after road debt is paid, and toll collections/billing reform were not given hearings or voted out of committee. However, there were small victories such as the defeat of bills proposing a mileage tax and the extension of a private toll contract, as well as the passage of bills for weatherizing roads and repealing vehicle inspections for certain vehicle owners. The session also witnessed the passage of bills favoring the electric vehicle industry and implementing anti-car measures inspired by the Green New Deal playbook.
