Governor Greg Abbott and the Texas Department of Public Safety have released the Texas Homeland Security Strategic Plan 2026–2030.
The plan sets the state’s framework for establishing homeland security priorities and directing efforts to develop, maintain, and deliver critical security capabilities. The new plan replaces the Texas Homeland Security Strategic Plan 2021–2025 and reflects updates designed to address evolving threats and hazards. The strategy strengthens statewide efforts to prevent, protect against, respond to, and recover from attacks and disasters.
Texas leaders from multiple state agencies worked collaboratively to develop the updated strategy, ensuring it reflects the evolving homeland security landscape and the expanding range of risks facing Texas. The Texas Homeland Security Strategic Plan emphasizes strong coordination and shared responsibility among participating agencies. The plan also focuses on strengthening resilience to protect public safety and support long-term economic stability across the state.
The strategy outlines the structure and direction of Texas homeland security efforts over the next five years. The plan is divided into three sections. These sections outline what Texans can expect of the Texas Department of Homeland Security. Section I, Purpose and Principles, defines the plan’s scope, vision, and guiding principles. Section II, The Texas Homeland Security Environment, examines current and emerging threats, vulnerabilities, potential impacts, and notable trends affecting the state. Section III, Goals and Objectives, establishes the state’s priorities and actions.
Section III includes six goals, 31 objectives, and 158 priority actions that guide homeland security planning and operations statewide. The Texas Department of Public Safety developed the strategy with support from its Homeland Security Division and homeland security experts from partner agencies, under the leadership of Director Freeman F. Martin a former Senior Deputy Director for the Department of Public Safety.
