As you’ve likely heard already, the Republican Party in Congress has joined forces with the Democratic Party to make sure that no government program, no matter how pointless, does not have toย suffer the indignity of even the tiniest spending cut.

James Bovard performs a post mortem on the budget “debate” forย USA Today. Just a partial list ofย outrages listed byย Bovardย include:

  • The billย fails to blockย Presidentย Obama from delivering up to $3 billion to the United Nations Green Climate Fund, aย partial productย of the Paris climate summit. Republicans initially planned to block such funding unless the Senate was permitted to vote on the U.N. climate treaty.ย But since the omnibus bill failed to prohibit such payments, Obama will soon deliver $500 million in U.S. tax money to the fund โ€” despite the legendary record of U.N. programs for corruption worse than Chicago.
  • The billย fails to blockย perhaps the Environmental Protection Agencyโ€™s greatest land grabย โ€” its โ€œwaters of the United Statesโ€ decree that seizes federal jurisdiction overย 20 million acresย that are sometimes wet. The EPAโ€™s wetland crackdownsย have been trouncedย by numerous judges. Republicans faltered even though theย Government Accountability Office reported Mondayย that EPA had engaged in illegal โ€œcovert propagandaโ€ to promote this policy.
  • It provides more thanย $3.7 billion for economic and military aidย to Afghanistan,ย though an Agency for International Developmentย study recently warnedย that some projects โ€œactually had the perverse effect of increasing support for the Taliban.โ€ย Afghan relief continues to be a hopeless mess; the AID inspector general reported last week that the agencyโ€™s highlyย touted new monitoring system wasย used for less than 1% of grants and contracts.
  • Itย fails to blockย the imminent proclamation of Food and Drug Administration regulations that couldย severely impact the saleย of most of the cigarsย now marketed in the U.S.,ย as well as ravaging the burgeoning e-cigarette industry (which experts sayย provides a healthier alternative to cigarettes).
  • The omnibus bill failed to include a provision to endย Operation Choke Point, a Justice Department-Federal Deposit Insurance Corporation’sย crackdown that pressured banks to cancel the accounts of gun stores, coin dealers, payday lendersย and other disfavored industries in whatย Rep. Sean Duffy,ย R-Wis.,ย deridedย as โ€œweaponizing government to meet their ideological beliefs.โ€
  • The average federal workerย is already paidย more thanย $100,000 a yearย in total compensation,ย but the budget deal failed to block Obama from giving themย aย 1.3% raiseย โ€” though many, if not most, taxpayers received zilch raise this year.
  • The billย extendsย the earned income tax credit without reforming it โ€” though theย IRS estimatesย that up to 25% of all handouts under the law are fraudulent or otherwise improper.
  • The omnibus billย dropped a House provisionย that would haveย required stronger evidenceย for federallyย proclaimed Dietary Guidelines for Americans.ย Earlierย official guidelines have beenย widely discreditedย and are often blamed for contributing to the nationโ€™s obesity crisis, but the same dubious evidence standard can be used in the future.
  • The bill provides almostย $27 billionย for public housing and Section 8.ย That includes an almost half a billion dollar increase for subsidized rental vouchers, despite the longย record of havocย in neighborhoods where recipients cluster.ย The omnibus billย also droppedย provisions to curb the Department of Housing and Urban Development from bankrolling fair housingย entrapment-like operationsย or enforcing new regulations to bludgeon localities with a lower percentage of minorities than the national averages.
  • Some provisions of the bill seem harebrained even by Beltway standards. Republicans were justifiably outraged by the Bureau ofย Alcohol, Tobacco, Firearms and Explosives’ “fast and furious” operation, which authorized sending more than aย thousand gunsย to Mexican drug cartels.ย Section 276 of the omnibus billย prohibits federal agents from providing guns to anyone he “knows or suspects … is an agent of a drug cartel, unless law enforcement personnel of the United States continuously monitor or control the firearm at all times.”ย So the G-man is supposed to keep his finger on the suspectโ€™s trigger at all times, or what? Perhaps it would be too easy to cease giving weapons to drug dealers.
  • Perhaps the most appalling part of the omnibus are the provisions that authorize tech and communication companies to secretly provide your personal data to federal agencies โ€” no search warrant required. The American Civil Liberties Union warns that this information โ€œcan be used for criminal prosecutions unrelated to cyber security, including the targeting of whistle-blowers under the Espionage Act.โ€ Rep. Justin Amash,ย R-Mich.,ย rightly warnsย that a vote for the omnibus bill is a โ€œvote to support unconstitutional surveillance on law-abiding Americans.โ€
