A massive drug bust in Waller County has resulted in the seizure of approximately 6,500 pounds of illegal THC products. The operation, carried out on Thursday, October 3, 2025, was led by the Westside Narcotics Task Force (HIDTA) in partnership with the Houston Police Department Narcotics Division.

Authorities reported that the intercepted shipment contained a wide range of THC products, including edibles, vape cartridges, and liquid concentrates. Many of the items were disguised to look like candy or snacks, a tactic often used to appeal to younger users or conceal their true contents. A large portion of the packaging was vacuum-sealed, which investigators believe was an attempt to prevent narcotics K9 units from detecting the odor.

The Waller County Sheriffโ€™s Office K9 Division, including K9 โ€œDennis,โ€ and the Austin County Sheriffโ€™s Office Special Investigations Unit assisted in the operation. The investigation remains ongoing. The Westside Narcotics Task Force is a multi-jurisdictional HIDTA unit that draws personnel from Austin County, Waller County, and surrounding law enforcement agencies. The task force has a history of significant drug interdictions in cooperation with Houston PD, including seizures of methamphetamine and other narcotics in previous operations.

 

 

Under the Texas Controlled Substances Act, THC concentrates such as edibles, vapes, and liquids fall into Penalty Group 2, the same category as PCP or ecstasy. The law imposes severe punishments for possession:

  • 4โ€“400 grams: 5โ€“99 years in prison and up to a $50,000 fine
  • Over 400 grams: 10โ€“99 years (or life) in prison and up to a $100,000 fine

With this seizure totaling roughly 2.95 million grams, the charges fall far beyond the highest penalty threshold. If suspects are charged and convicted, they could face 10 years to life in prison for each count.

 

 

Street Value Estimate

The street value of the seized products varies depending on potency and packaging:

  • Vape cartridges typically sell for $25โ€“$40 each
  • Edibles retail for $20โ€“$50 per package
  • Bulk THC extracts average $3,000โ€“$6,000 per pound

At the low end of estimates, the seized 6,500 pounds is valued at $19.5 million. Higher-end valuations, based on consumer-ready packaging, could push the total worth into the $30โ€“40 million range.

The bust comes as Texas lawmakers continue to debate THC regulation. Recent emergency rules have restricted hemp-derived THC product sales to individuals under 21, while crime labs warn they are struggling to keep up with the surge in THC-related testing. This operation marks one of the largest seizures of THC concentrates in the region, highlighting both the scale of trafficking efforts and the serious penalties that come with prosecution under Texas law.
