10. Discussion and possible action to approve a resolution of which the caption reads:
A RESOLUTION OF THE CITY COUNCIL OF CITY OF SEALY, TEXAS, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A 380 ECONOMIC DEVELOPMENT AGREEMENT WITH SIKA CORPORATION, AUTHORIZING PAYMENTS BY THE CITY AS AUTHORIZED IN SAID AGREEMENT; MAKING OTHER PROVISIONS RELATED THERETO, AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
