21. Discussion and possible action regarding approval of final schematic design of the YMCA Mark A. Chapman Indoor Recreation Facility and authorize the construction thereof.

22. Discussion and possible action regarding the acceptance of a right-of-way dedication and related gift deed concerning the area of the recreation facility parking lot/public roadway.

Discussion and possible action to authorize city staff to establish an agreement with the YMCA for the development and construction of a new recreation facility, for public use funded in part with Certifications of Obligation (City Contribution), Mark A. Chapman Foundation donation and a financial commitment from the YMCA.
