The Austin County Tax Assessor-Collector Motor Vehicle Division released a press release with new policy that will take affect September 1, 2016.  The press release is as follows:

Austin County Tax Assessor-Collector Motor Vehicle Division informs all motorist, starting this fall September 1, 2016, those who haven’t paid their child support for 6 months will have their vehicle registration renewal blocked. This policy will apply to cars up for renewal from December onwards. Those who will be impacted first by the new policy will be notified starting in September with their three-month renewal notice. The Child Support Division will follow up with information on how to remove the hold. I cite the Texas Constitution and Statue:

Sec. 232.0022.  SUSPENSION OR NONRENEWAL OF MOTOR VEHICLE REGISTRATION.  (a)  The Texas Department of Motor Vehicles is the appropriate licensing authority for suspension or nonrenewal of a motor vehicle registration under this chapter.

(b)  The suspension or nonrenewal of a motor vehicle registration under this chapter does not:

(1)  Encumber the title to the motor vehicle or otherwise affect the transfer of the title to the vehicle; or

(2)  Affect the sale, purchase, or registration of the motor vehicle by a person who holds a general distinguishing number issued under Chapter 503, Transportation Code.
