Entrepreneur Elon Musk announced Thursday that he wants to build a โ€œtest trackโ€ for his idea for a futuristic high-speed transportation system called the Hyperloop, adding that Texas is โ€œthe leading candidateโ€ to host the track.

Muskโ€™s Hyperloop concept involves transporting passengers via pods in above-ground tubes that move as fast as 800 mph. The system quickly proved to be a polarizing concept when Musk introduced the idea in 2013, with some praising it as visionary and others deriding it as wildly impractical.

โ€œIn order to kind of help things along, weโ€™re going to create a Hyperloop test track,โ€ Musk told Texas Tribune CEO and Editor-in-Chief Evan Smith during an interview at the Texas Transportation Forum, an annual conference hosted by the Texas Department of Transportation. โ€œSomething thatโ€™s maybe on the order of a five-mile loop.โ€

Muskโ€™s talk was part of a public relations blitz Thursday in Austin, as the Tesla Motors CEO hopes to persuade the Texas Legislature to allow Tesla to sell cars directly to Texans and circumvent the stateโ€™s requirements that cars be sold through dealerships. After his transportation forum interview, he spoke to a crowd of supporters gathered at the Texas Capitol.

During Thursday’s interview, Musk said the facility would be privately funded and not require the kind of incentives that his private space firm, SpaceX, received to develop a test facility in Texas.

โ€œWeโ€™re not asking for any money from the state,โ€ Musk said.

 

The idea for the test facility is apparently in the very early stages as Musk said that โ€œit sounded good last night after a couple of drinks.โ€ He explained that he envisioned the track as allowing for โ€œteams of studentsโ€ and companies interesting in developing the Hyperloop concept to test out different pod systems.

Musk also discussed taking state and local economic incentives to build a SpaceX facility in South Texas.

Smith noted the debate among state legislators over the future of economic incentive programs and asked if Musk would have located the SpaceX facility in Texas without the incentives. Musk said he would have chosen to locate the facility elsewhere.

โ€œWe wouldnโ€™t have come because it would have been quite rude to not offer us incentives,โ€ Musk said. โ€œA state has to show it really wants a company to be there.”

Musk said itโ€™s important for a state to show itโ€™s willing to invest in a company that will have a positive impact on the local community, even if the incentives don’t have a big impact on that company’s bottom line.

Musk’s bid to sell Tesla cars directly to Texans comes after a failed bid to win support for the plan in 2013. Musk has beefed up his lobbying team to sway lawmakers. The owners of state auto dealer franchises have lobbied aggressively against such proposals.

Musk described the current laws restricting Teslaโ€™s operations as โ€œextremely un-Texan.โ€

โ€œThe law currently says in order to sell a car in Texas you have to sell through a franchise dealer,โ€ Musk said. โ€œThis exists only for alcohol and cars, which is weird.โ€

Musk said Tesla forged a compromise in New York that allowed the company to open five Tesla stores for direct sales. He suggested that a similar compromise in Texas might allow for seven stores to account for the stateโ€™s larger population. He also said he was open to working within the franchise system โ€œdown the roadโ€ but not with any companies that have been blocking his efforts now.

โ€œIf theyโ€™re punching us in the face, they shouldnโ€™t expect weโ€™re going to be their friend,โ€ Musk said.

Bill Wolters, president of the Texas Automobile Dealers Association, said the current system is working just fine.

“There is no need to carve out a special exception for a California corporation when the existing Texas dealer system provides the most efficient vehicle delivery system for Texas and Texans,” Wolters said.

“Texas franchise dealer laws provide a wide network of 1,257 dealerships in 284 Texas towns who all compete with each other to provide the best price and the highest level of service.”

After the transportation forum interview, Musk appeared at a Tesla rally outside the Capitol. Standing by several Tesla cars on display, supporters cheered Muskโ€™s arrival.

Musk took several questions from the energized crowd.

“We’re just looking fundamentally for the people of Texas to have the right to decide how they want to buy their cars,” Musk said.
