Description

The Payroll Coordinator serves a critical role ensuring delivery of payroll, benefits and leave administration for all district
personnel. The position has a profound impact on setting the culture and tone of the district with frequent interactions
with district personnel. The coordinator is expected to have excellent public relation skills, organization, communication
and interpersonal skills for positive interactions. Primary responsibilities include: Preparing payroll for the district,
including related reports and deposits; Directing and managing payroll and leave activities of the district; Developing
and implementing payroll procedures to ensure timely processing of payroll, benefits, and deductions; and Ensuring
compliance with applicable state and federal laws and regulations. The ability to work through frequent interruptions,
while maintaining accuracy, and a customer-friendly service approach is crucial to success.

Wage/Hour Status: Non-Exempt
Location: BISD Administration Building
QUALIFICATIONS
High School Diploma or GED
SPECIAL KNOWLEDGE & SKILLS:
● Knowledge of local, state, and federal requirements relating to payroll issues and reports
● Knowledge of auditing and accounting principles
● Effective communication and interpersonal skills
● Proficiency skills in keyboarding and file maintenance
● Ability to maintain accurate and auditable records
● Ability to work with numbers in an accurate and rapid manner to meet established deadlines
● Ability to use personal computer and software to develop spreadsheets, databases, and do word processing
EXPERIENCE
Two years payroll experience preferred
Ascender/TxEIS/ experience preferred
MAJOR SCOPES OF RESPONSIBILITY:
● Maintain district payroll registers, payroll check registers, employee payroll information, and other original
documentation in an orderly and accurate manner
● Control payroll preparation and production, including regular, special, and supplemental payrolls Ensure adherence
to standards and procedures, and take steps to correct problems, delays, and inaccuracies
● Calculate employee wages, salaries, hours worked, overtime pay, and determine withholdings, deductions, and net
pay. Receive and audit timesheets for all district employees
● Enter and update employee information into a central database, to ensure that employee information is accurate,
current and reliable
● Prepare paychecks and maintain employee payroll history. Ensure accuracy of payroll data input and calculations,
balancing each payroll prior to check disbursement. Balance payroll earnings and deductions; make related transfers
of funds and deposits

● Process payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS)
deposits, insurance, etc
● Coordinate payroll operations with other accounting and data processing units, confer with other administrative and
technical staff regarding changes and new systems, and participate in developing, implementing, and testing
procedures
● Process and resolve direct deposit and other banking interactions
● Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas Workforce
Commission, Texas Retirement System, Federal Insurance Contributors’ Act (FICA), Medicare, and Workers’
Compensation Commission
● Prepare and post all payroll changes including payroll deductions, salary changes, termination, and new employee
information
● Process and coordinate all employee leave and absences
● Process absences in accordance to established guidelines including determining eligibility for various leave
programs (e.g. family medical leave, temporary disability leave, and worker’s compensation leave) and providing
employees with appropriate and timely notice
● Counsel with employees concerning leave and provide employees with accurate information related to absences
such as deductions from pay, medical certification requirements, return to work dates and fitness-for-duty
requirements
● Work with Campus and departmental staff to process daily absence reports and leave records
● Implement annual pay increase and monitor adjustments
● Coordinate the day-to-day operations of wage and salary administration, leave administration, and benefits
● Prepare and verify monthly premium statements for all groups’ insurance policies
● Prepare and maintain employee service records
● Operate the automated substitute system, including data entry and generation of reports (e.g. substitute absence
and utilization reports)
● Prepare information required for substitute employee payroll and work cooperatively with other HR staff to ensure
accuracy of leave reports, substitute pay and applicable withholdings or reconciliations
Records and Reports
● Maintain physical and computerized files including payroll records, absent-from-duty reports, service records, and
other documents required for auditable purposes
Other
● Interface with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable
resolution of complaints, concerns, and problems in the area of payroll
● Work cooperatively with human resources and business services to process hiring, leave, terminations, and other
employment-related issues
● Maintain confidentiality of information
● Maintain positive and constructive relationships with colleagues and BISD employees
● Maintain a customer-friendly approach through all services and supports provided by this role
● Other duties as assigned

NUMBER OF DAYS WORKED: COMPENSATION SCALE:
226 Days Hourly Pay-Grade: 7, $21.00-$28.00
